Azerbaijan's military aggression near the border with Armenia

The written question as tabled:

On September 24, three civilians were killed and two were wounded by the Azerbaijani army's shelling of the village of Berdavan, situated on the Tavush region, near the Armenian-Azerbaijani border.
Earlier this month, on September 3, the same region was again shelled by Azerbaijani fire resulting in the death of an Armenian serviceman and the serious wounding of two Armenian civilians.
At the same time, the OSCE Minsk Group co-chairs are trying to organise peace talks between Armenia and Azerbaijan on the sidelines of the 70th session of the UN General Assembly which opened in New York on September 15. Both countries are not only OSCE members, but also members of the Council of Europe and of the European Union's Eastern Partnership.
Given the aforementioned circumstances, how would the High Representative and the European External Action Service qualify these acts against Armenia and its civilian population?
Would the High Representative consider the implementation of sanctions on Azerbaijan along the lines of those proposed by the European Parliament in its resolutions of September 18, 2014 and September 10, 2015?
